The tools to succeed: Prince 2 or Scrum?

Prince 2 was created as a set of best practices to manage complex projects in government organisations. This means it addresses the issues of these organisations. Who takes decisions, has everyone been informed, are all layers of this hierarchical organisation been involved, is my ass covered? Government organisations are usually big bureaucratic organisations that involve lots of politics. Prince 2 describes best practices to succeed in such an environment.

Scrum on the other hand was created as a set of best practices to manage projects in competitive, fast moving markets. Essential to these companies is innovation and time to market. These companies continuously need to adapt to what the competition is doing, and where customer expectations are moving.

If you need to choose between Prince 2 and Scrum you need to ask yourself what set of best practices is going to help your organisation succeed? The best practices created in government organisations or the best practices created for fast moving commercial organisations?
